Performance Report of the Regional Governor

 PREFACE

In my inaugural speech last September 30, 2005, I had pronounced some of my major policy thrusts and development priorities that we will implement during my term as the Fifth Regional Governor of the Autonomous Region in Muslim Mindanao (ARMM).

In my first State of the Region Address (SORA) last November 14, 2005, I had discussed in detail some highlights of the programs of the Autonomous Regional Government (ARG) that would carry on the vision and mission of my administration in the next three years.

We are fully aware of the great tasks ahead of us. We recognize that there are more than three (3) million people in the Autonomous Region who expected good governance and better delivery of basic services from the Regional Government under our watch.

As a matter of policy, I directed the Regional Economic and Development Planning Board (REDPB), the highest planning and policy making body of the Regional Government through its technical arm the Regional Planning and Development Office (RPDO) to reformulate our Regional Executive and Legislative Agenda (RELA) that will respond to the calf of our people for good public service.

I have stressed that through strong leadership, teamwork, courage and determination as well as fiscal discipline and transparency, our administrative machinery would be good enough to energize our strength and capacity to deliver a positive response.

Our commitment and sincerity can earn us the trust and confidence of our people and partners in development that would lead us to work and serve well. We will work hard to transform ARMM into a proactive government instrumentality as envisioned.

I have committed to undertake five (5) key priority areas of concern: a) peace, order and security, b) development administration and governance, c) economic development. d) social services and development, and e) infrastructure support facilities and logistics.
This performance report has been prepared to initially assess what had been done so far in our first 100 days in office.

I wish to commend and acknowledge the collective efforts and teamwork demonstrated by the ARMM officials and the rank and files for the initial gains that we had achieved in our development efforts as reflected in this report.

Together, we will continue to pursue further development goals and objectives we envisioned to achieve during our administration.

Finally, let us collectively express our profound gratitude to Her Excellency President Gloria Macapagal-Arroyo for her unselfish support and commitment to the success of the Autonomous Region in Muslim Mindanao.
